The Burleigh County Clerk of Court’s office says 28-year-old Chad Fox didn’t show up for his preliminary hearing Monday morning. The affidavit says Fox is accused of having sex with a 16-year-old in 2014. Police say Fox claims he was unaware the victim was a teenager.
